Default Are these lower back exercises safe?

Good Mornings and Dead lifts.

To me they seem like they carry a huge risk of strain on the lower back. What do people do for the lower back other than these? Should i just do those and lower the weight until i feel like its safe? Is there anything i can do with dumbells for the lower back? I have been getting into dumbells more.

Performed with good form, they are safe.
Try stiff leg deadlifts too, lower back and hamstrings.
