Japan may revise its pacifist constitution and reinstate a full military as a result of the North Korean missle crisis.
Some quotes from Officials: "This is likely to trigger a big change in the way Japan thinks about defending its nation," Park Too-jin, director of Korea International Institute. "With this successful launching of this missile, North Korea is becoming a homeland-security threat for both the U.S. and Japan," Hideshi Takesada, executive director of the National Institute for Defense Studies at Japan's Ministry of Defense.

Thats not the point. The point is they may reinsate a full military as a result of the increasing threat by North Korea. This in tern will cause a military build up to start in the area in the same way as the Cold War was an era where both super powers built up their military to counter each others.
A missle test may be a small thing but it could lead to the next Cold War or even a real war in the region.
