No taking IGF-1 will not interfere with the GH release.
It has a very short half life and will not have a systemic effect at all - just local. It's half life simply isn't long enough for it to move through the body enough to have a systemic effect. Which is why you inject it into the muscle trained after each workout.

Alright
It still won't affect the GH release or the increased IGF levels from the GH pulses.
GHRPs and GHRHs will still cause the pituitary to dump GH irrespective of IGF levels. Even if you have IGF levels in the 2000's (IE you're slamming 20ui of pharma GH a day) you'll still get the GH pulse and IGF will rise ~200 points from regular use
