[Cycling] Is it illegal to park in a bike lane?

To me it seems like if you park in a bike lane your actually parking in the middle of the road if that makes sense. Imagine if the bike lane was the road and some person blocked it completely. Anyway if its not illegal do you think it should be?
 
Here is some information on parking from the QLD transport site. I've taken out the info not concerning bikes lanes so it's easier to read.

Prohibited parking places
Unless there is an official sign saying you can, you must not park or stop:

where you will be in the way of other vehicles
in a special purpose lane other than a bicycle lane

Also, ensure your vehicle is not blocking or partly blocking:
a bicycle path
Seems strange that they would say you are prohibited from parking in a special purpose lane OTHER THAN a bike lane...and then go on to say you can't block a bike lane.

Either way, it does specifically say you can't block any vehicles (which bikes are) and you can't block a bike lane, so there's your answer :)
In QLD anyway.
