Beginner: Should I do cardio?

I have read in several books/magazine articles/online that too much exercise is bad. I understand that when you lift weights your muscles are tearing and so you need to give them time to repair or you get no gains. So my question is whats the deal with cardio and weights? Can you safely do cardio after say a leg workout? Will runing tear muscle or does cardio type exercise just use it not tear it. Also when you do any exercise your body releases chemicals will cardio interfere with weights on that front also? Will doing cardio and weights cause a toxic environment in my body causeing less muscle gains? How much is to much? I currently lift a split program i lift muscle groups twice a week with sunday as a total rest day. any advice would be good.
